As of 1st September 2007, MOM has opened

With effect from 1st June 2007, MOM allows service sector companies to employ China (PRC) workers under Work Permit and increase the quota to engage Work Permit workers in Manufacturing-sector companies.

This increment will enable companies to bring up their total workforce, improving productivity and cutting down on labour cost.
